Prof. Bağcı noted that within the framework of a “terror-free Türkiye,” any potential amnesty law must address how former members of terrorist organizations can be reintegrated into civilian life, taking into account both security concerns and humanitarian considerations. He emphasized that the SDG must reach an agreement with the central administration, as current global and regional dynamics increasingly support the strengthening position of Ahmad al-Sharaa in Syria. According to Prof. Bağcı, the international environment no longer tolerates armed non-state actors, making political accommodation and disarmament unavoidable.
